ILBTS was founded by several friends in New Jersey. This core group of 8 drivers ran weekly races and kept score by hand.  This group found out quickly and painfully, that racing in the sierra arena was not what we had hoped.  We also went through a very difficult time with drivers that joined the league and participated with no real intent to adhere to a set of standards that must govern racing online and specifically, our league.  The founding members of this league agreed that a standard MUST govern all of our races if we ever want to be a place where the racing was as professional as possible and everyone had a fair opportunity to compete.

         That standard was put into play and has been a living document that is updated in the off season and governed by a the "Board"  That standard once defined for the season is not flexible, nor is it negotiable.  This league, for that reason has structured and defined the roles of the individuals that have ownership of the league.  The board manages global decisions by taking driver input and voting on issues that affect the league.  Secondly, because the league is governed by such a board, rules and procedures regarding each series can be subject to review by the board members and acted upon if the subject of that review is deemed detrimental to the league, please note the board is not a series administrative body and will not make decisions on race incidents.  Three board members represent a cross section of the league and is its decision-making body. The board is made up of two permanent and one floating position. The two permanent positions are held by the server owner and the webmaster, the floating position will be voted in each winter break by the league. The Chairman of the board will initiate all votes. In short, this entire document is intended to provide the drivers with a detailed analysis of how the league operates and what services are provided when a driver decides to enter this league as an official member.

            Drivers will incur a $20 dollar yearly fee.  This fee is due after the potential member has raced three races with the league.  This affords the driver the opportunity to decide if he/she is willing to embrace the standards that the board members have established and that admin of each series enforces.  At this time, the twenty dollars will be used to pay for server usage, web page, and forum. All of these services are not free to the league.  Any additional funds will be used for league incentives like trophies and or league gatherings as the board determines.  We would also like to ask each driver of each series to minimize team swaps and car files because of the enormous workload that the web-master must endure when 30+ members frequently change cars.  Each rendering scene on the web page takes about thirty minutes to complete.  For that reason, we as drivers should try to stay established with what we receive once we commit to the league.  The web-master job is our biggest and most time consuming venture. The coverage and presentation of each race is a huge undertaking and very time consuming.  Tracking stats and managing car files is a laborious job and we all must do our part to help. 

            Each member of this league will carry a title and each one is specifically important regarding his or her responsibilities.  For the purpose of clarity we will list all current members and their titles plus define the scope or responsibility of each title:

 

Driver:  A driver’s role is most important to this league.  They should participate in as many events as they can.  Their attendance is vital.  Their input initiates board consideration of any hot issues currently present within the league.  More importantly the drivers of this league have the monumental responsibility to ensure that our races are of the best quality that we can achieve.  They accomplish this by being prepared and courteous and always adhere to the league standards.  Drivers are also considered recruiting tools and should take the initiative to help the league grow.  We all know someone who would love to go racing with us.

  

Board Members:  Board members act as executives in that they will carry a vote regarding any global changes the league may consider. Board Members are responsible for reviewing all series administrative rules for compliance with league rules and may only intervene in series administration in case of administrative misconduct issues (i.e. admin wrecks someone and then penalizes the other driver).

 

Statisticians:  The league has a statistician whose sole purpose is to make sure that the points for a series is always checked to ensure no program or web master errors have occurred.  They are an essential part of the checks and balances system to make sure that our league and its drivers are protected from erroneous mistakes.

 

Painters:  Painters are responsible for the leagues overall look.  Their creative skills are relied upon to keep the racing environment realistic and pleasing.  They are essential in fostering new members into the league and their number one priority should be to ensure that potential new drivers are provided a car according to requested specs.  They are a recruitment tool first as well as a benefit to league members.

 

Server managers:  Server managers are responsible for ensuring the server is available on the nights listed for each series.  This is a very limited position because of the unique situation this league enjoys regarding our server.  We will make every effort to support driver request for server time that is outside the prescribed times as determined by each individual series.

 

Treasurer:  Is responsible for all fee transactions and for tracking who has paid and who has not. A yearly report will be presented to the league as to the current financial status of the league. (With the KISS principle kept in mind).

 

Series administrators:  Series administrators are responsible for the series they govern.  Their entire existence is to ensure that their series is run in a manner that adheres to the standards ILBTS has adopted.  They are not the governing body of this league.  They are the ones who are responsible for making determinations regarding racing altercations, and whether those altercations result in a violation of the standard from which we race.  They are the final say and it is the driver’s responsibility to have faith in their ability to do their job without biases or impartiality.
