LEAGUE VISION: The vision of this league is to provide the best racing experience you can get anywhere on the internet. We expect all of the drivers in this league to race clean and be respectful of each other. Every driver must understand that the other driver’s race is just as important as your race is. Every driver in this league must do everything possible to protect the integrity of each race. Race integrity and etiquette is the sole responsibility of each driver that voluntarily chooses to race in this league. This league’s best asset is its drivers. Good drivers make a great league. By racing as clean and respectful as humanly possible, we all experience the fun and realism the NR2003 NASCAR simulation game has to offer. “League before self” is our motto. This means that all drivers must act in the best interest of the league by conducting themselves in a professional manner and be willing to sacrifice personal gains for the betterment of the league. The following text contains the standards this league is governed by. Series administrators are responsible for enforcing these standards. DISCLAIMER: Before reading the standards and rules that apply to this league, you must read and understand the rules that the game enforces. You must also understand how our standards and rules may differ from those enforced by the game.
PENALTIES AND WHAT THEY MEAN:
Penalties are handed down by the series administrators. Every effort will be made not to hand out penalties. It is our philosophy, if every driver is using "league before self", The game will "police" itself. Penalties will only be needed for extreme cases where a driver is negligent in his responsibility to be clean. Much as in real NASCAR. Accidents happen, and can be avoided by either party. Every incident does not require a penalty. ILBTS is not a babysitting service, you are just as responsible for your race as those that are racing you. Examples of penalize-able incidents would include; diving to the apron in turn one on a restart hoping to hold it and sliding up into the pack. Things that show a driver has thrown all regard for the league and the race out the window and is racing "Serria" style. Bottom line: race clean for yourself and others. ILBTS Racing Ethics and Standards The following Penalty structure is in place and applies to every driver in all series. First Offense – Warning. Second Offense – 10-point deduction from driver’s finishing position point total. Third Offense – 20-point deduction from driver’s finishing position point total. Fourth Offense – 30-point deduction from driver’s finishing position point total. Fifth Offense – A (1) race suspension to be served on the next scheduled event Sixth Offense – A (3) race suspension to be served on the next 3 consecutive events Seventh Offense - Any altercations within the same series following a second suspension will result in that driver being removed from that current series for the remainder of the season. If the driver participates in multiple series, he or she will only be exempt from the series that those altercations occurred in. End of Season Penalties – If a penalty occurs at the end of the season when there are not enough races left to serve the penalty, that driver will receive a points deduction equivalent to the amount of races required by the suspension penalty. Example: If a driver receives a three-race suspension in the last race of the season, he will lose 540 points (180pts x 3 races) from their final points tally. This is to ensure all penalties are served in the current year and not carried over into the next season. However the Board can review league detrimental actions and penalize that will overlap seasons. All standards violations and issuances of penalties are interpreted and assessed by the race administrators. There is no appeal or protest process. The race administrators are the final authority. At no time is it required for enforcement of these standards to be backed by a printed and fully specific and explanatory rule. Infractions are ultimately decided upon by Admin. Admin will favor racing over penalties, but careless behavior that affects the overall success and value of a race is subject to corrective action. WE RACE CLEAN!!! That is the foundation of this league and its success hinges upon it. ADDITIONAL RULES/PROCEDURES SELF-SPIN RULE: This league has a 2 self-spin rule. Any driver that spins himself/herself which causes a caution two times during a race should consider parking their car for the night and retiring from that event. A driver that chooses to continue to race and self-spins a third time, will be disqualified (NO POINTS) for that race. The spins must be self-generated (meaning no contact with another car played a factor). Drivers who violate this rule and refuse to park after they are disqualified will be suspended a minimum of one race. FLAGRANT FOUL RULE OR GROSS NEGLIGENCE: Any driver that appears to take out a fellow competitor on purpose (as determined by race admin) will be disqualified for that race and suspended for the next race. Upon a second violation of this rule, that driver will be removed from that series. CHEATING: The server is monitored to prevent any driver from attempting to utilize a cheat. If you are caught, you will be removed from the league permanently. BUD SHOOTOUT ELIGIBILITY: In order to qualify for the Bud Shootout at Daytona, a driver must win a pole, win a point’s race, win the 3rd segment of the All-Star race for the current year, or be a past Bud Shootout Champion. A driver that wins a race but is issued a penalty does not qualify for the Shootout. You must win the race in a clean and fair manner in order to qualify for this special event. DRIVER’S MEETING: Drivers meetings have been suspended based on a "grown up" attitude of our drivers. If this is not adhered to the admin my institute a drivers meeting that requires driver response. SCHEDULED PRACTICES: Practice is very important and we encourage each of you to participate. This is usually the only time you will get to run with each other prior to doing it during an actual race. Learning how others drive and how you measure up will aid in having a successful race. Please try to be there if you can on the specified times for your series and keep the horseplay during practice to a minimum! RACE DAY: Times and days may vary for each series but we will honor a 5 minute extension to delay race qualifying if requested by any driver. Only one 5-minute extension per race event will be honored. There will be a full 5-minute warm-up period after qualifying. Please use this time to familiarize yourself with pit road and to take any breaks you need to take prior to starting the race. RACE HOST: ILBTS racing has its own T1 server. The cost is $20.00 per driver per year regardless of how many series you wish to participate in. The more the better! The server IP address and password will be released to all drivers prior to the first official practice for the first event for that series. Changes to the address or password will be passed on to all drivers through e-mail. If your e-mail address changes it is your responsibility to inform the Administrators for that series. SERVER ISSUES: If the server dumps or experiences problems which interfere with the race prior to halfway, then the race will be restarted if feasible or postponed until the end of the season. If server failure occurs after the halfway point, then it will be considered an official race. If you lose your connection, you may rejoin the race. You will be multiple laps down, but you can still race. There will only be THREE rejoin attempts allowed. If you fall out after THREE rejoins, you are done for the night. Sorry, but that is how it must be if we want to complete each event with a minimum amount of connection problems. CONNECTION ISSUES: Racing on a server allows us to have larger fields with fewer connection issues. However, we are racing Online and connection issues occasionally happen. We ask that you show a little understanding when it comes to connection issues and do your part to preserve the race for the league. This means that if your connection is not real good (i.e. car blinking, moving top to bottom on the race track, or completely disappearing for long periods of time) you must retire from the race. This allows others to have a good race without having to worry about getting taken out by a car that wasn’t there a second ago. Your goal should be to help the league have the best race possible. Place yourselves second to the league. MINIMUM PING : All drivers are required to have cable or DSL connections. This keeps the ping low and allows for tighter racing and larger fields. Admin will inform drivers of poor connection quality. Drivers with high pings or low quality are expected to race accordingly by falling to the back of the field or by following any instructions given to them by Admin. If Admin asks you to park your car due to your connection, you must do so and retire from the race. RACE START/RESTART AND PACING: When under yellow, pace at a constant speed and try not to get more than 1 car length behind the car in front of you. Speeding up then abruptly slowing down causes havoc for the entire pace line. Be smooth. If you are damaged or off the pace, move to the inside and allow the cars behind you to pass high on the restart. Driver's are responsible for their starts/restarts! NO JUMPING THE RESTARTS! Jumping the start means that you accelerate before the green flag is waived to gain a position or an advantage. Drivers jumping the restart will receive a strict penalty as determined by admin. DON’T DO IT! LET THE FASTER DRIVER THROUGH: This is a gentlemen’s agreement more than a rule, the same as it is in NEXTEL Cup. If you are losing time to the car/truck in front of you and have a car/truck working to pass you, PLEASE LET HIM GO! Get behind him and follow. Manage your race and the risks you take during the race. Remember, it is better to finish one position behind the guy you are racing than to not finish at all. This does not apply inside 10 laps to go. All drivers have the right to protect their position when the race is on the line. YELLOW
FLAG RACING: Your
position is frozen once the caution flag comes out. The
leader will decide whether or not to give laps back under caution. If
the leader slows down and moves to the top of the race track, all
lead lap cars/trucks will move to the top of the track and allow lapped
cars/trucks to safely pass on the inside to attempt to get their lap
back. A car that continues to race for position when
other cars are slowing will receive a penalty as determined by
admin of that series. Any car/truck that recklessly takes
out another car/truck under caution will be given last place points
minus 75. These points are determined from the number of drivers that
compete in that race. Example: If the Cup Series has 25 drivers that
show up, a violation of this rule will net you 25th place points minus
75. If a driver that violates this rule does not earn at
least 75 points in that event, then he/she will receive a points
penalty commensurate with the total amount of points earned in that
event. Example: We have 32 drivers at a race and a driver
that violates this rule finishes in 32nd place and leads one lap.
His/her total points earned would be 67 + 5 = 72 points.
His/her penalty would be -72 points earning that driver 0 points for
that event. All drivers may race to the caution if
there are10 laps or less to go in the race. LAPPED CAR RESPONSIBILITIES: If you are a lap or more down to the race leaders, you must race accordingly. The lapped car bares the added responsibility to race clean when racing a lead lap car. All lapped cars will enter pit road when eligible when there are less than 10 laps remaining in the race. This allows the lead lap cars to start single file in front of the lapped cars and race for the win. CHATTING DURING RACE/CAUTION: Chatting during the race should be held to a minimum. Under yellow flag conditions, keep chats to a minimum to prevent cars from running into other cars while pacing. NO FLAMING! Flaming may get you a SUSPENSION! If you have a problem with another driver, keep quiet and talk about it after the race. We are all adults and should conduct ourselves in a professional manner. Admin may tell you to park your car if you violate this rule. This rule is in place to lessen the distractions to participating drivers. PITTING PROCEDURES: All drivers will pit as the game allows except when specific pitting directions are announced in the Driver’s Meeting. All drivers are expected to execute their stop safely. Any driver that loses control of his/her car/truck while entering or exiting pit road will receive a 25-point deduction from their finishing position point total. FINAL STANDINGS: It is impossible to list every conceivable connection issue that may arise. With that said, the standings that the game posts at the end of the race are official, pending any imposed penalties. This means that if you were leading the race and would have won, but you lost your connection, we will not fix the finishing order to make up for that. In the world of online racing, we all live and die by the connection. The finishing order will only be modified if a penalty is handed out by admin and the enforcement of that penalty causes a change in the finishing order. POINTS SYSTEM: The points system will be the same as used by the CUP Series drivers. The Nascar2003 standings screen tallies up all drivers for that race. All drivers that do not make the race will receive Provisional points as described below.
Provisional Points are set at Roster +1 when
session start CHASE FOR THE CHAMPIONSHIP: This has been suspended pending Session racing changes. - The Cup series will participate in a Chase for the Championship where the top 6 drivers in points after the 26th race of the season will start the Chase with 5000 points. In addition, the Race for the Chase participants will be ranked by receiving 10 points for each race won (without receiving a penalty) during the regular season. (If a driver doesn't win a race, but makes the Chase, he/she will start the Chase with 5000 points. If a driver wins 5 races during the season and makes the Chase, that driver starts the Chase with 5050 points.) Those top 6 drivers will compete for the championship over the next 10 races. CUP SERIES: COT MOD Track Opens: 8:30 pm Eastern Qual : 9pm Eastern Fixed Setup: Expert when available or Fast Race length: 30% 2X tire wear Racing in this league is a privilege, not a right. Admin has the right to remove you from their series and the board has the right to remove you from the league. There is no requirement to allow any driver in any series to proceed through the penalty system before being removed. Admin of each series has the responsibility to protect their series. The board has the responsibility to protect the members of this league and the integrity of every race. Drivers that do not conform to the standards required by this league WILL BE REMOVED. The foundation of this league is friendship through competition. We want you all to enjoy the competition but do so in a manner that keeps friendship as the focal point. League before self is a must and will keep our races close as well as fun. We celebrate in each other’s accomplishments and empathize with each other’s failures. The admin in each series is fair and impartial. If you receive a penalty, it was because two administrators agreed that you deserved it. Don’t get mad, just learn from it and try not to make the same mistake again. Remember the penalty system is cumulative. What seems like a harmless 10-point penalty at the beginning of the season is actually one-step closer to a race suspension later in the season.
